Permafrost (Static Shock)

Permafrost is the name of a one-off fictional character from the animated US television series Static Shock.

Her real name is Maureen Connor. When she was younger she lived with her mother and step-father. Her mother collapsed and died at Christmas, she ran away from a woman from child services, and her step-father wanted nothing to do with her. She ended up as a homeless girl on the streets, and developed mentle problems from the loneliness.

For a time she use to go to a church of food, but after the Big-Bang she developed power over the cold - (Ice, Snow, Snow Storms, Icy Blizzards - able to form Ice in mid-air + she is unaffected by the cold), she thought that her predicament would change, that things would get better for her, but it didn't. Over a year after the Big-Bang, during winter just before Christmas, she froze over a power-station which results in a black-out. Static arrives and melts all the ice, but almost immediately has to dodge the raining stalactites, but he powers up and melts them, goes looking for the Bang-Baby responsible, the only person he sees is a homeless girl with light blue skin, asking for any change.

The next day at the mall, while shopping for Christmas preasents with Daisy, Static/Virgil recognizes the homeless girl from the night before - she walks past a shop window and it freezes over, and Virgil now knows that she is the Bang-Baby responsible for the frozen over power-station, goes and changes into Static. After being told by a man she doesn't belong there, she freaks out and the mall starts to freeze over. Static saves Daisy from a frozen Christmas tree that was about to collapse on her. Static then has to dodge sprouting pillars of ice, melting one that was about to crush him.

The homeless girl (Permafrost) leaves the mall after seing a flashback of her mother's death and woman from child services; and appears again, having caused a hugh blizzard that blocked traffic for miles. Richie calls Virgil about Permafrost's blizzard, Virgil becomes Static and goes out to confront her, she freaks out again and escapes, but Static saw were she was headed and manages to get a clue to her identity - a picture torn in half - leaving only a woman and a little girl - and flies off not knowing she saw him take the picture of her and her mother.

Static finds out more about her from Reverend Anderson of the local church, who also gives Static some advice about confronting Permafrost. Permafrost tracks Static down at a tree-lighting ceremony, determined to get her photograph back, after an exchange of attacks, he manages to get through to her; having lost his own mother, he knew the kind pain she was going through. Static took her to Reverend Anderson at the local church, and she is put into the church's homeless programe.
