Gosplan

Gosplan was the committee (ministry) for economical planning in the Soviet Union. It was created in 1921. The word "Gosplan" is a shortcut for Gosudarstvennyi Komitet Planirovaniya (State Planning Committee).

Initially Gosplan had an advisory role, but with the introduction of five year plans it became primarily responsible for their creation and supervision according to the outlines set by the Party.
